How do you determine a credible Threshold of Significance for an impact?<\/strong><\/p>\n<p><strong>He wrote <a href=\"http:\/\/1hope.org\/NativeRadiataStatusPlan.pdf\">the very first Conservation Plan for Monterey pine ecosystems<\/a>, has served as lead author of several adopted Environmental Protection ordinances (including a local Leaf Blower Ordinance with an extensive Noise component), has prepared <a href=\"http:\/\/1hope.org\/genplmod.htm\">several Model General Plan Elements for the non-profit Helping Our Peninsula&#8217;s Environment<\/a> and offered them free for public use:<\/strong><\/p>\n<blockquote><p><strong>1. <a href=\"http:\/\/1hope.org\/noislmnt.htm\">Noise Element<\/a> Primary author with co-editor <a href=\"http:\/\/en.wikipedia.org\/wiki\/Acoustical_oceanography\">Dr. Hank Medwin<\/a>. The late Dr. Herman Medwin of Pebble Beach was one of the world&#8217;s most highly qualified and respected Acousticians. Dr. Medwin was a Fellow, a Gold Medalist, and Past President of the Acoustical Society of America.\u00a0<\/strong><\/p>\n<p><strong>(A Noise Element is required by California General Plan Law)<\/strong><\/p>\n<p><strong>2. <a href=\"http:\/\/1hope.org\/cnsrvelm.htm\">Conservation Elements for Forest and Ecosystem Protection<\/a> peer reviewed by dozens of environmental scientists and environmental attorneys <\/strong><\/p>\n<p><strong>(A Conservation Element is required by California General Plan Law)<\/strong><\/p>\n<p><strong>3. Called a &#8220;<a href=\"http:\/\/www.montereycountyweekly.com\/news\/local_news\/squid-looks-back-on\/article_de41c315-24ca-5044-92dc-8154eb127791.html\">hyperactivist<\/a>&#8221; by the media, some of his work included <\/strong><strong>serving on many non-profit boards including &#8220;<a href=\"http:\/\/saveamericasforests.org\/\">Save America&#8217;s Forests<\/a>&#8221; in Washington DC and the Sierra Club&#8217;s National Air Quality Committee. Locally he co-founded and served as Executive Director of HOPE (<a href=\"http:\/\/1hope.org\/hopeblog\/\">Helping Our Peninsula&#8217;s Environment<\/a>). He also <a href=\"http:\/\/sierraclubcalifornia.org\/issue-areas\/air-quality\/\" class=\"broken_link\">chaired Sierra Club&#8217;s California Air Quality Committee<\/a>, has Co-Chaired Responsible Consumers of Our Monterey Peninsula since 1994, served on the <a href=\"http:\/\/www.carmelforest.org\/\">Board of Friends of Carmel Forest<\/a>, served as an Officer of Carmel-by-the-Sea&#8217;s historic association <a href=\"http:\/\/www.carmelheritage.org\/\">Carmel Heritage<\/a>, and organized writing the Mission and Bylaws for <a href=\"http:\/\/www.carmelresidents.org\/\">Carmel Resident&#8217;s Association<\/a> with Judge Gordon Campbell and Al Eisner. David also enjoyed a wonderful decade encouraging young scientists as a Head Judge for Monterey County&#8217;s Science Fair.<\/strong><\/p>\n<p><strong><span style=\"text-decoration: underline;\">Government Service<\/span><\/strong><\/p>\n<p><strong>David currently serves on <a href=\"http:\/\/1hope.org\/hopeblog\/fort-ords-toxic-cleanup-tragedy\/\">California EPA&#8217;s Cleanup Advisory Board for Fort Ord<\/a> (Fort Ord is the second largest US Military base ever closed). He recently served on Pacific Grove&#8217;s Urban Forest Advisory Committee in 2011-2012, the Monterey Peninsula Water Management District&#8217;s Carmel River Advisory Committee and AMBAG&#8217;s Technical Advisory Committee on Population Forecasts.
