This violated <a href=\"http:\/\/www.aroundthecapitol.com\/code\/getcode.html?file=.\/gov\/01001-02000\/1090-1099\">California Law: Government Code Sec. 1090<\/a><a name=\"Collins\"><\/a>. Formed a business entity called &#8220;CollinsWeeks Consulting LLC&#8221; on January 4, 2010 intending to get a contract to manage the regional desalination project. (Paid some $160,000 so far)<\/p>\n<p>2. <a href=\"http:\/\/www.montereycountyweekly.com\/news\/2011\/apr\/14\/water-torture\/\">Lyndel Melton, RMC, Principal<\/a> (Consulting) &#8211; $28 million dollar financial windfall from and fore-knowledge of <a href=\"http:\/\/daviddilworth.com\/pol\/?p=1565#Collins\">Collins&#8217;<\/a> Violations of Law. Obtained contract to <strong class='StrictlyAutoTagBold'>Manage Regional Desalination<\/strong> project. (Billed for ~ half a million dollars, but hasn&#8217;t been paid yet.)<\/p>\n<p>3. Robert MacLean, President Cal-Am Water Company &#8211; financial benefit of potentially <i><span style=\"text-decoration: underline;\">hundreds of millions of dollars<\/span><\/i> from; and knew, or should have known of <a href=\"http:\/\/daviddilworth.com\/pol\/?p=1565#Collins\">Collins<\/a>&#8216; Violations of Law.<\/p>\n<div style=\"width: 180px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" title=\"Monterey County Supervisor Lou Calcagno\" src=\"http:\/\/web.archive.org\/web\/20071110124218\/http:\/\/1hope.org\/LOUCALCAGNO.JPG\" alt=\"Monterey County Supervisor Lou Calcagno\" width=\"170\" height=\"272\" \/><p class=\"wp-caption-text\">Monterey County Supervisor Lou Calcagno<\/p><\/div>\n<p><a name=\"Collins\"><\/a>4. <a name=\"Calcagno\"><\/a>Lou Calcagno, County Supervisor &#8211; Cited as <a href=\"http:\/\/www.montereyherald.com\/local\/ci_18397588\">one of the two &#8220;prime movers for bringing Collins into his integral role on the water project.&#8221; Calcagno called Collins in early January 2010 to close the Regional Water Project deal.<\/a><a href=\"http:\/\/1hope.org\/MitchellResearchTables.doc\">Began meeting with Collins in January 2010<\/a><a name=\"Calcagno\"><\/a>. Cited as <a href=\"http:\/\/www.montereyherald.com\/local\/ci_18397588\">one of the two &#8220;prime movers for bringing Collins into his integral role on the water project.&#8221;<\/a> <a href=\"http:\/\/www.montereyherald.com\/local\/ci_18397588\">Called in January 2010 urging Collins &#8220;to work on the water project.&#8221;<\/a><br \/>\n<!--more--><br \/>\n6. <a href=\"http:\/\/1hope.org\/hopeblog\/?p=1576\">Jim Heitzman, Gen. Mgr MCWD<\/a> Asked <strong class='StrictlyAutoTagBold'>RMC<\/strong> to hire <a href=\"http:\/\/daviddilworth.com\/pol\/?p=1565#Collins\">Collins<\/a>, then paid him regularly from January to August 2010. (after all the contracts were completed?)<\/p>\n<p>7. <a href=\"http:\/\/1hope.org\/hopeblog\/?p=1576\">Curtis Weeks, Gen. Mgr MCWRA<\/a> &#8211; Collins&#8217; Lead Staff person at <strong class='StrictlyAutoTagBold'>MCWRA<\/strong> (<a href=\"http:\/\/1hope.org\/MitchellResearchTables.doc\">participated in at least 24 official meetings with Collins<\/a>), but was <a href=\"http:\/\/www.montereyherald.com\/local\/ci_18397588\">incompetent according to Supervisor Lou Calcagno.<\/a> <a href=\"http:\/\/www.montereyherald.com\/local\/ci_18397588\">In Jan 2010 Weeks suggested RMC contract with Collins.<\/a><\/p>\n<div style=\"width: 227px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" title=\"Curtis Weeks, Monterey County Water Staff\" src=\"http:\/\/web.archive.org\/web\/20140222041955\/http:\/\/static.npaper-wehaa.com\/pub-files\/122349475048ed0c5e02391\/pub\/Monterey-County-Weekly-04-28-2011_13039470634db8a73749ddb\/lib\/13039488124db8ae0c1505c.jpg\" alt=\"Curtis Weeks, Monterey County Water Staff\" width=\"217\" height=\"132\" \/><p class=\"wp-caption-text\">Curtis Weeks, Monterey County Water Staff (Image at MC Weekly)<\/p><\/div>\n<p>Formed a business entity called &#8220;CollinsWeeks Consulting LLC&#8221; on January 4, 2010 intending to get a contract to manage the regional desalination project. Weeks invited Heitzman to join the business. (As of September 2011, Weeks is forced to Resign, but gets $90,000 with a promise to never speak about Supervisor Calacagno and Potter&#8217;s involvement in this mess.)<\/p>\n<p>8. <a href=\"http:\/\/1hope.org\/MitchellResearchTables.doc\">Irv Grant, Monterey Deputy County Counsel in charge of the Water Resources Agency. Attended 13 meetings with Collins<\/a> &#8211; knew, or should have known, of <a href=\"http:\/\/daviddilworth.com\/pol\/?p=1565#Collins\">Collins&#8217;<\/a> Violations of Law.<\/p>\n<p>9. <a href=\"http:\/\/1hope.org\/MitchellResearchTables.doc\">Simon Salinas, County Supervisor &#8211; &#8211; Began meeting with <\/a><a href=\"http:\/\/daviddilworth.com\/pol\/?p=1565#Collins\">Collins<\/a><a href=\"http:\/\/1hope.org\/MitchellResearchTables.doc\"> in January 2010<\/a><\/p>\n<p>It is notable that (at least) 8 other politically influential people were aware of Collins&#8217; <strong>repeated illegal acts<\/strong> <strong>over the period of a year and kept this secret from the public.<\/strong><\/p>\n<p><strong><span style=\"text-decoration: underline;\">Collusion Secret Because of Financial Benefits<\/span>:<\/strong><\/p>\n<p>This has not yet been called a <a href=\"http:\/\/en.wikipedia.org\/wiki\/Conspiracy_(civil)\">conspiracy<\/a>. One disparagement of &#8220;Conspiracy Theories&#8221; is the question &#8220;How could so many people be aware of massively corrupt or illegal activities and keep it a secret?&#8221; implying that it would be impossible.<\/p>\n<p>This issue shows that a whole raft of prominent people who had a sworn duty to protect the public &#8212; you and me, kept a crucial secret quiet because they personally benefited financially &#8211; (they get money).<\/p>\n<p><strong>Commentary:<\/strong><\/p>\n<p>I would not be surprised to find out that Supervisors Lou Calcagno and <strong class='StrictlyAutoTagBold'>Dave Potter<\/strong> got Collins involved to try to avoid getting their own hands (too) dirty or their boy <strong class='StrictlyAutoTagBold'>Curtis Weeks<\/strong> in trouble. <strong>Potter wouldn&#8217;t mind getting even with Collins because Collins campaigned against Potter for Supervisor.<\/strong> That helps explain why they kept telling Collins that everything was OK &#8211; when it wasn&#8217;t.<\/p>\n<p>Remember that Washington DC Rule: <strong>Never believe anything until its been officially denied<\/strong> &#8211; Well, Calcagno has been loudly (Potter much more quietly) trying to stop this scandal since it first made the news and to limit it ever since: He told one newspaper there&#8217;s no need for an investigation.<\/p>\n<p>Calcagno is now doing cartwheels trying to have all investigations stop with Collins and Weeks. The $90,000 payoff settlement to Weeks prevents Weeks from talking publicly about Calcagno&#8217;s and Potter&#8217;s involvement in this scandal.<\/p>\n<p>My guess is that Calcagno is going to be exposed soon.<\/p>\n<p>I have one more question for Calcagno: Do you get thousands of dollars of free water for your dairy farm every year &#8211; and not declare it on your political disclosure forms?
