Myth: Marina Coast Water District claims “any legal challenges to the project agreements based on the controversy would lack merit and be barred by a statute of limitations (of only 2 months).”
Truth: No, when a contract by a government agency is approved illegally – the contract is void — period. This means the contract was never valid; and the statute of limitations is 4 years. See California Gov. Code Section 1092
